Gabriela Timothy, M.Ed

CEO | Founder | Executive Director

Gabriela Timothy is the visionary CEO and Founder of Learned Potential, a learning specialist firm established in 2017. Gabriela created Learned Potential as a direct response to the increasing demand from families for effective resources and support for students with disabilities in the classroom. Her commitment to enhancing educational opportunities for all students has been a driving force behind the organization's mission.

With a wealth of experience in education, Gabriela has successfully managed the New Charter Process, Annual Charter Evaluation, and Charter Renewal for the Philadelphia Charter Schools Office, overseeing 87 schools. Recognizing the diverse needs of educational leaders, she expanded Learned Potential's services to provide comprehensive support for district leaders, charter CEOs, and principals. This includes assistance with Multi-Tiered System of Supports (MTSS) implementation, strategic planning, charter renewal guidance, and special education compliance.

Gabriela possesses over a decade of multifaceted experience in the education sector, having worked as a Special Education Teacher, School Administrator, Education Consultant, Education Program Director, and Charter School Authorizer for the School District of Philadelphia. Her diverse roles have equipped her with a deep understanding of the challenges faced by educators and students alike.

A certified educator, Gabriela holds dual master’s degrees in Elementary Education and Special Education. She is currently a Doctoral Candidate at St. Joseph’s University, where her research focuses on Universal Design for Learning, Education Equity, and Multi-Tiered Support Systems for Diverse Learners. Her academic pursuits reflect her dedication to fostering inclusive educational environments that support the diverse needs of all learners.

Gabriela’s mission is to empower students, local education agencies, and communities to reach their ultimate potential. Alongside her dedicated team, she offers expert guidance through coaching, program diagnostics, data analytics, research, implementation support, and strategic planning. This comprehensive approach ensures that district leaders and educational communities are equipped with the most effective tools and strategies to facilitate student success.

Jevon Shropshire-Sands

Program Coordinator of Teacher Apprenticeships

Jevon Shropshire Sands serves as the Program Coordinator for the New Jersey Teacher Apprenticeship at Learned Potential. A proud graduate of Hampton University, Jevon is an enthusiastic global learner and educator whose diverse experiences span various fields, including education, research, community service, and program management.

With a solid foundation in education, Jevon spent two years as a high school English teacher, where he honed his skills in curriculum development and student engagement. His passion for education extends beyond the classroom; he has actively participated in faculty-led international programs that focus on health and social work, showcasing his commitment to interdisciplinary learning and collaboration.

Jevon's professional journey has taken him across continents, as he has worked with educational and medical institutions in West Africa, Europe, and the Caribbean. This international experience has enriched his understanding of global educational challenges and the importance of culturally responsive teaching practices.

In addition to his work in education, Jevon is dedicated to research projects aimed at enhancing the education and mental health of children from underprivileged backgrounds. His research endeavors reflect a deep commitment to addressing systemic inequities and fostering positive outcomes for youth in underserved communities.

Jevon's unwavering dedication to community service is evident in his efforts to improve healthcare and education in underserved areas. Mckelly Timothy M. Ed

Director of Early Childhood EDUCATION | Program Director

McKelly currently serves as the Director of Peak Potential Preschool and the Program Coordinator for Pre-Apprenticeships at Learned Potential. With a master’s degree in Health and Wellness Education, she brings a wealth of knowledge and experience to her role as an early intervention specialist.

Her primary focus is on educating children and their families, empowering them to increase their capacity to support their child's development during the crucial early years. McKelly is deeply passionate about improving educational institutions through a commitment to diversity, ensuring access to essential services, and fostering holistic learning environments.

With a strong background in special education, health and wellness education, and early intervention, McKelly collaborates closely with families, learning centers, and children to create optimal learning environments that maximize the development of foundational skills. She is dedicated to implementing innovative systems of support that cater to the unique and individual needs of each child, ensuring that all children have the opportunity to thrive.

Her work is characterized by a genuine belief in the potential of every child and a commitment to breaking down barriers to learning. Captain Joseph Deacon is a highly accomplished professional with over 13 years of exemplary service in the Trenton Fire Department, where he has ascended to the rank of Fire Captain. Renowned for his expertise in Fire Science, IT Management, Aviation, Robotics, and Real Estate, Captain Deacon exemplifies a rare combination of technical skill, strategic leadership, and a deep commitment to community well-being.

A graduate of rigorous training programs in fire science and technology, Captain Deacon brings a forward-thinking approach to emergency response and public safety. His leadership has been instrumental in modernizing the department’s operations, integrating cutting-edge technology such as robotics and drone aviation to enhance the efficiency and safety of fire and rescue missions. His passion for innovation has extended beyond the firehouse, making him a sought-after advisor on emerging technologies in public safety.

Captain Deacon’s professional journey began in the education sector as a former Representative at ETS Education Testing Services, where he ensured equitable testing accommodations for diverse learners and supported educators nationwide with certification testing needs. This experience gave him a profound understanding of educational equity and inspired his ongoing work to champion accessibility and opportunity for underserved communities.

As the Co-founder of the Diverse Learner Foundation, Captain Deacon has been a driving force behind initiatives that merge education, technology, and community empowerment. Under his leadership, the foundation has launched transformative programs that provide access to STEM education, urban development resources, and holistic learning solutions for students and families.

In his role as the Chief Innovation Officer at Learned Potential, Captain Deacon oversees strategic initiatives in education and technology. His contributions include designing innovative solutions to modernize teaching and learning environments, fostering pathways to STEM careers, and championing the use of robotics and aviation technology to address challenges in both education and emergency response.

A licensed real estate professional, Captain Deacon has further leveraged his expertise to support urban renewal and community development projects, advocating for sustainable housing and economic empowerment in underserved neighborhoods.
